Seriously, you guys are really missing the point... Minmatar is about moving around faster but using lots of strength and bigger guns to do the damage. In that case, while the dropsuit for a Minmatar scout should be faster in running, the weapon it wields should be the largest and most damaging of the mix.
That and there is already sooo much lore in the universe for this:

Um no you got all that wrong....
First off, you are correct there is a good number of Minmatar that work with and support the Amarr, but we don't call them Minmatar, we call them AMMATAR. However, many of the Ammatar Elders had chosen to stay behind to keep a secret from the Amarr. That secret was that the Amarr hadn't completely wiped out the Starkmanir Tribe of the Minmatar (there were originally 13 tribes of Minmatar) which they were hiding from the Amarr right under the Amarrian noses.
Second, the fleet they "wiped out" wasn't the Republic Fleet. It was a SECRET fleet that was paid for by post-war taxes raised by the Gallente relief fund for the Minmatar that the Thukker Tribe secretly used to build a fleet of capital ships. Then when a Sister's of Eve researcher discovered that the long lost Starkmanir Tribe (thought to be extinct because they started the revolt and the Amarr retaliated by declaring GENOCIDE on them) was still alive and hiding amongst the Ammatar, the Thukker Tribe (without the consent or assistance of the Republic) decided to violate all pre-existing Concorde rules and jumped this massive and until that point, secret fleet of capital ships into Amarr space to free the Starkmanir before th Amarr could complete their goal of GENOCIDE on them.
Only what they didn't know was that God-Empress Jymal had just recovered some ancient Sleeper tech that allowed for both the creation of the Amarr Templars (the first group of DUST clones which is what we play now), and some kinda new weapon that allowed her main flagship to wipe out half the invading Thukker Forces. But at that point the Thukker Tribe had succeeded in liberation most of the Starkmanir Tribe from the Amarr.
And that's only scratching the surface of what happened, because that's what re-opened the faction war between the Amarr and Minmatar... There are similarly convoluted things that lead to the rekindling of the war between the Caldari and the Gallente.
But in the end, they were BOTH sparked by the same guy... ;)
